The Eliot-Hine Middle School Modernization Project, located in Ward 6 of the District of Columbia (DC), was performed for the DC Department of General Services (DGS) and DC Public Schools (DCPS) as a subcontractor for Turner Construction Company. The project scope extended across four adjoining buildings totaling 157,000 SF, and included hazardous materials abatement, demolition, reconstruction, renovations, and modernization of the school’s aging facilities.

Prior to structural demolition activities, Atmos performed comprehensive interior demolition and hazardous materials abatement as needed in all construction/renovation areas. This included detailed planning, monitoring, and execution of all abatement activities to ensure compliance with environmental regulations and the protection of workers and occupants.

 

Compliance Services

Atmos provided comprehensive labor compliance services throughout the renovation, providing Certified Business Enterprise (CBE) subcontracting compliance monitoring, essential under DC Department of Small and Local Business Development (DSLBD) regulations, and meticulous labor compliance as mandated by Department of Labor (DOL).

Audit services were a cornerstone of our contribution, including the meticulous review of certified payrolls, timesheet records, dailies and paycheck stubs to guarantee compliance with DOL requirements. We audited wage and labor compliance rigorously, ensuring adherence to Davis Bacon Wage Rates based on employee classification.

In addition to performing Compliance oversight, Atmos coordinated and facilitated hiring fairs to assist subcontractors in locating District resident employees to comply with Department of Employment Services (DOES) First Source employment requirements. This effort not only bolstered the local workforce but also contributed to the successful training and employment of more than 50 District of Columbia Residents providing them with valuable skills, and gainful employment.
